Chris Mills 3718749f47 Move PHILOSOPHY.md to our docs site (#877) 
As per the ticket, we'll move the PHILOSOPHY document to the docs. I
also spotted a spelling mistake which got fixed when I replaced the
text in the first page of contributing.
